The Liberty Cap Large Cent was only minted 1794-96. Half dollar size copper coin.
The numerical grading scale was invented by Sheldon (the author of "Penny Whimsy" in the 1940s), based upon the relative value (by grade) of "common" varieties of 1794 large cents. A Mint State coin today would definitely be worth more than ten times the value of a Good!!
In the 1790s, Philadelphia suffered from an annual epidemic of yellow fever, so many people fled the city in the summer months.  Victims of the epidemic included Mint employees, including the designer of the Liberty Cap Large Cent, who died in September 1793.
